Wordpress is written in an industry standard web-programming language in which the source is completely open. This means that anyone working with Wordpress can work directly in the code of the software to make changes.

Therefore, a designer/developer has access to make any changes to a Wordpress site.

For example, you may have seen a Wordpress theme you like, but you need to change the colors to match your logo.
